35w and the doctor can feel the baby's head

Today at my dr visit, I told my dr that I have been having contractions and noticing more mucus so he did a vaginal exam. He said my cervic is closed but he can feel the baby's head. What does this mean? I assumed that I had dropped. I forget to ask about effacement. What do you think?
