Dr Braun are you saying that the water bag has to rupture FIRST then
dilation occurs to be called an incompetent cervix issue? I may be
misunderstanding what you have written but some women can be found to
have advanced dilation with bulging membranes and the rupture comes
later. Drs are able sometimes to get the bag of unruptured waters to
receed back and a rescue cerclage can be placed.
Thank you for your time
