Fundal Height Question

I am currently 36 weeks pregnant and for the past 4 visits I have been consistently measuring 1 cm behind.Does this mean that there could be a problem with the growth of the baby? Does this mean the baby is small? At every visit I ask the nurse practicioner and she says my measurements are just fine. I am just curious as to why I am always measuring smaller, and a bit worried about it. Thank you for your help. Julie
