Hi Tracy, Yes it is possible that the levle was too low in your urine. I would get a blood test done as it is more accurate...or wait until day 35 of your cycle (21 days post ovulation) and repeat a HPT with first morning urine...some pregnancies take longer for numbers to get high enough to trigger tests (there is such a big normal range)...hope this helps..
