I took Repronex for my last IUI cycle and had an US on day 9 (I appear to ovulate early) and my follicles were measured as small (13 to 15). My doctor insisted on 2 more days of shots and waiting 5 days to inseminate. I used an ovulation tester kit the next day which was VERY positive. They ended up doing the insemination 2 day after the US with only one extra day of shots even though the DR said the follicles were likely too small. Well, I'm almost 6 weeks pregnant at this point. I'll be interested in what the doctors will say to you, but I would guess that there is some individual variability in follicle size at maturity and small doesn't necessarily mean bad.
