2 questions - fetal movement at 28 weeks

I'm at about 28 weeks with my first baby. I have been feeling the baby move since about 19 weeks. However, they've always been very soft taps and twitches -- the strength of the movement hasn't changed (much) since the first time I felt it. Everyone seems to be talking about uncomfortable kicks and twists and turns, so I'm worried that the baby isn't as strong or as active as he/she should be now that I'm in the third trimester.

Please, can you tell me what's normal in terms of strength at this point, and when/if I should be concerned?

Also, when doing "kick counts" (10 per hour), do they have to be strong movements or do my soft twitches count too?

By the way, heartbeat has been fine at each prenatal visit.
