Spotting at 8 weeks and scared!

I am beginning my 8th week today and have been spotting with brown discharge since I had an exam on Tuesday. I suffered a miscarriage with my last pregnancy that started out as brown discharge, so I am very scared.

On Tuesday my HCG was 31000 and my progesterone was 11.5, which seems low to me. I mentioned this to the nurse when I called on Friday to tell her about my spotting, and she said I am fine and not to worry about the spotting unless it turns red or I start having cramps. Is she right? Should I be worried about low progesterone at this point or am I in the normal range?

Thanks for your help - I am extremely nervous!!
