Ok lets try this again - I am and idiot sometimes....I got a pos hcg at 9dpo - my level was 9 - 5 being positive, I had a repeat 48hrs later and it was 40. I was on 100 mg prog a day and my level was 16. I had some spotting at 5 weeks so my prog was increased to 150mg a day and my hcg levels still continued to inrease. I am now 15 wks and 5 days pg - so yes a low level is ok as long as it keeps doubling and your prog level is above 15.
