HCG Level

My husband and I have been trying to become pregnant again for two years. We have a three year old and prior to her, we experienced 5 years of infertility. Although the first 4 years of our attempts were did not achieve any pregnancies, we had two losses (each at 7 weeks) prior to her birth and have had one confirmed loss (7 weeks) since her birth. It is noteable that I only achived my first pregnancy when I had an IUI. Although I have achieved pregnancies since without this procedure, they have occured within a month or two after having this procedure done again. Each time I get pregnant my HCG levels are low initially (even with the one I carried). Because of this level I took progesterone for the first 20 weeks when I was pregnant with my daughter. I just learned that I am pregnant. However, my HCG level is only 26. I have a 26 day cycle and am late for my period by either one of two days. I have started taking progesterone today. Although I have so many questions relating to my difficulties and would appreciate any suppositions from what I have written, my main question is whether HCG level vary appropriately across individuals. Might I just experience lower levels than the average and still be OK? I am being retested on Monday, because the doctor feels that the level is too low and that there is a very high probability that I will not carry this pregnancy. Any advise or information is greatly appreciated!
