as soon as you are term (which you are) and you are dialted enough to get a finger in your cervix

I am sooo ready to have this baby and would like to hurry >things up a bit.

stripping hte membranes does not always lead to a more rapid labor and delivery

Also, does the mucous plug have to drop out before the >membranes can be stripped?

no

(Mine has not come out yet)Can your water >break before the plug has come out?

there often is no plug at all, so yes
