I have read a ton of the archives and from those readings-

No it does not occur in 100% of women, in fact I read quite a few that stated implantation bleeding is more rare than people think. However, cramping is more likely to occur. I am not a doctor but I have read a lot of these archives. Try doing a search in the arhchives with simply using the word 'implantation' you'd be surprised at how many posts there are.
