Ovulation Q's

I was wondering-

Can one have the symptoms/signs of ovulation and not ovulate? Like the CM at the right consistency, have your cervics 'open' and soft, tender breasts, temp, etc.

Is this close to ovulation or is it right on ovulation?

Also, when checking for postion of cervics (excuse my sp) and it is easy to touch, soft, is moist, open-are these the signs of ovulation? I am a new comer to this world of conception and would like to clarify a few things while TTC. 2 days ago my cervics was firm, higher up, dry, and hard to reach. Now it is easy to reach and like the signs I listed above.
