At what gestational age/weight would a premature baby not be fully resuscitated?

Is it possible to fully resuscitate a 24 week, 2 day gestation baby?

At what weight would resuscitation not be possible?

And what effects (if any) does hypothermia (loss of body temperature)cause in a premature baby?

My baby was not placed in an incubator or given oxygen until some 10 hours after her birth. Please help me to understand.

Sincerely, Elizabeth Miller
