Not a doctor but I know from my own experience that Clomid is often used to treat luteal phase defect even if you ovulate. There is controversy about whether or not supplemental progesterone after ovulation helps or not. My doctor covered all the bases after my two miscarriages... I took clomid and then progesterone suppositories after the pregnancy test was positive. The theory behind the clomid is that luteal phase defect is probably a result of poor ovulation in the first place.... so if you use to clomid to get a good ovulation, then the LPD may resolve. My second miscarriage occurred at 9 weeks after an apparently normal ultrasound with h/b at 8.5 weeks. So... just what I experienced with my doctor... it has worked 4 times now.
