It probably shouldn't concern you. If it hasn't grown, it may not be resorbing yet. The follow up US will give better inforamtion. At 14 weeks, it is hard to say what a normal level of fluid is. It sounds like the second sac was a fetus that did not develop, and since it is probably quite small, shouldn't be a problem.
