It depends on how big a hurry you are in, how much money you have, and what the open tube looked like (was it dilated for example?). If you are 40 years old, and money is not an object, then go ahead with the IVF, as it is likely to work the fastest. If you are 22, on a type budget, and the tube that is open looks OK, then don't do anything except try to conceive on your own. If money is an issue, but you are young and the open tube is no good, then the laparoscopy may be the best compromise. You do need to know that you are very, very likely to have a problem with your tubes. Tubal spasm can occur, but it is not all that common.
