Amnio at 38 weeks

I was wondering if its standard office procedure that an amnio be required at 38 weeks with assured dating of the pg before a c-section can be performed? Is this a ACOG requirement that far along or is it a Dr by Dr opinion. Needing the info for a friend who is less than thrilled about the needle in order to get her c-section scheduled.

If it is a ACOG protocol can you direct me to any links that she might be able to read up on it.
