Number of days after ovualtion that period is expected

I have been trying for 9 months to conceive. I have one child and I had a miscarriage last december. I have a question that came up when I was looking at some other postings. What is a leutal phase defect? Does a period arrive usually 14 days after ovulation? I am using a clear plan fertility monitor that tells days of high and peak fertility(ovulation). I usually show peak fertility around day 16 of my cycle and I get my period on day 28. This month my dr. put me on 50mg of clomid and it showed peak on days 18 and 19 yet I still got my period morning of day 29. Is this normal? If not, what should my next step be? I am calling my dr. tomorrow, but it usually takes a few days of phone tag to connect and I would like another opinion. Thanks!
