Leslie I am not a Dr expert but I have had a few cerclages myself and dealt with the whole IC issue. Your Dr is right 3.0 doesn't seem concerning. I have networked with plenty of women much shorter than that without cerclages and have done fine. My first reaction to your length was that is a great length. I believe Drs don't start getting to worried about length until under 2.5 and even then it would be if PTL or other problems were occuring.

I assume by other tests you are referring to salest or fibronectin? Your Dr might only recommend them if you are currently experiencing PTL (preterm labor) or it looked likely you are experiencing cervical changes. Sounds like thing are going well for you.

Best wishes on a healthy pregnancy!
