Hi Elizabeth! Sounds like baby movement to me! I first felt my first flutters at 14 weeks. I don't think that movement has anything to do with the h/b. Flutters come from your baby's arms and legs. So soft kicks could very well be what you're feeling. It's an amazing feeling isn't it? My baby is now kicking and punching pretty hard and very frequently at 22 weeks. You might notice that your baby becomes more active when you're resting. By the way, at 17 weeks he/she is approx. 5-7 inches long. Congrats!
