Pregnancy Loss question

What weeks of pregnancy determine whether a loss is a miscarriage and neonatal death, is there a cut off week? I have read conflicting information. Somewhere I saw it printed that before 20 weeks is called a miscarriage and anything over 21 is considered a neonatal death. What is correct? Also why in some states is there no birth certificates given for a stillborn birth. It is still a birth of a human being right?
