HIV testing mandatory?

The nurse at my OBGYN told me that HIV testing for pregnant women is mandatory in New York state. My doctor said it isn't but if the baby tested positive even if it was a false positive the hospital would treat the newborn with drugs. She feels it's better to get tested now incase that situation should arise. My concern is if the baby can have a false positive reading a pregnant woman can too. I know it's rare but I have heard of people who tested positive and weren't. Does anyone know if indeed it is mandatory to get tested in New York? Also are there any statistics on pregnant women or infants testing positive when they did not contract the HIV virus? If my risks for HIV are extremely low do I have to have the test? Considering my risk factor is so low I don't think it's worth going through the anxiety of waiting for the test results while I'm pregnant or God forbid getting a false positive. Thanks in advance.
