Safety of vacuum extractor used during delivery.

When I had my daughter five years ago, she was delivered with assistance from a vacuum extractor. At the time, I was totally unfamiliar with the device, and therefore, had no objections to its use. However, in recent years, I have heard that the vacuum can be just as unsafe as forceps if used improperly. My questions are these: 1) If my second child is the same size or slightly larger than my first child, what is the likelihood of needed to have assistance again with delivery; and 2) Is it safer to have a c-section if you are unable to push the baby out without assistance? Thank you.
