3 liters in 4 hours is excessive -- unless you had an epidural, in which case, in order to aavoid low blood pressure, 1 liter is given fairly rapidly prior to getting the epidural. The usual iv rate in labor (and most other times ) is 1 liter over about 6 - 8 hours.
