HCG levels confusing

My OB just called with bthe results of my third HCG level and he believes that there is a good chance that my pregnancy is not viable.

The results were as follows: 2/17 -- 5,275 2/21 -- 17,750 2/25 -- 27,250

I had an ultrasound on 2/23 that showed a sac measuring 5.5 weeks -- no heartbeat; my OB feels that the HCG from today should have been 50,000+ to indicate a viable pregnancy. Should I give up hope of this pregnancy being viable? He wants to re-test HCG on Monday, 2/28. This would be my 5th miscarriage, so you can see that I'm not anxious to give up hope. Anyone with any insight, please let me know your thoughts.
