Only HIV testing requires a specific permit, as HIV is treated as a Civil Rights Violation rather than a disease in the eyes of the law. Drug testing is done at the discretion of the physician, though a patient can always refuse to give the blood or urine sample required. Drug use, both past and present, is critical information for your doctor, and since patients tend to be less than forthcoming about it, the tests provide a vehicle to protect both the patient and her unborn child from additional injury.
