Insufficient Lactation?

I have a friend who delivered her second daughter on January 2nd and is having problems with insufficient milk supply. She has talked to a "Breastfeeding Consultant" who gave her the same advice she found in a book about thinks such as drinking extra water and changing her diet. None of that has helped though. She has to feed her daughter at least 5 oz of formula after breastfeeding her for a full hour, simply because she's just not making enough milk. She has a retroverted uterus, has always had painful periods and painful ovulation, and got pregnant with this child while she was breastfeeding the first one. The baby also had lung problems and she was forced to use a breast pump the first week to give the baby the milk through a feeding tube and then through bottles. With the first one she had a LOT of milk, but it dried up when she got pregnant. She suspects some kind of hormone imbalance or something of the sort because she is unable to take any kind of oral contraceptives. The side effects were too bad, physically and emotionally.

Is there any kind of hormone suppliment (synthetic prolactin)? or vitamin supplement, herbal remedy, or anything of the sort to aid milk production? She really wants to be able to breastfeed her daughter because of the health and bonding benefits, and because formula is expensive and they're raising two infants on a tight budget. Any suggestions would be greatly appreciated.
