Can Testosterone be the real problem?

If tests show one is not IR, but testosterone is 50(within normal range, but should be around 30 or less for someone who is 21)and weight loss is extremely difficult, could elevated testosterone be causing the weight problem? Exercising seems to be causing bulking of muscles in thighs, so what does one do now? I know exercise is a must. Are these both releated to testosterone and not IR? Thanks!!
