My sister and I both have PCOS (she did not have the usual symptoms, but I do), and she also has Graves disease. The American Association of Clinical Endocrinologists recently changed the normal rates for TSH levels from the 1-6 range to .3-3.0 range, which is a huge difference. If you have not read the news yet, the article is on the About.com website. The actual page is http://thyroid.about.com/library/weekly/aanewTSHrange.htm
Both problems made it very difficult for my sister to get pregnant, but she eventually did and just delivered two healthy babies (Twins!) in January. Glucophage made a huge difference for her (clomid alone did not work). Keep trying and God bless you!
