you can diagnose pcos via blood tests alone. i don't believe it is necessary to look for cysts, although some do. i was diagnosed at 14 with it and never had an internal ultrasound to confirm that i had cysts. however, i do have all of the external symptoms and am insulin resistant.

if he/she did blood tests, that is probably sufficient to make a diagnosis.
