I am mid 20's and have experienced similar hair growth, thinking when I was younger that I was a freak too and too scared to say anything to anyone. It wasn't until my husband and I tried to conceive that I discussed this with my doctor. She sent me to a reproductive endocrinologist which sounds like you should too. My FSH and LH levels were elevated but lab tests did not show insulin resistence, however my RE said you could still have resistence and it not show on tests. He put me on metformin and then after some tests clomid which has regulated periods and started ovulation. Talk with your doc about seeing an RE, if you're not trying to conceive then the metformin and some other medicaiton could be helpful for you. There is a prescription cream vaniqa out there but runs about $60 a small tube, lasts about a month and insurance will not pay for it. Tweezing and some waxing is the only method that seems to help.
