You mention several symptoms (like your blood sugar, skin tags, weight gain, etc.) that sound hormonal in nature, and sound like something is wrong. Whether it's PCOS or not, you might benefit from seeing an endocrinologist who can tell you what's up and perform all the necessary tests and so on.

the PCOS Association has a great quiz on their site that you can fill out to see what the likelihood of your having PCOS is. If that would be helpful to you, you can find it at http://www.pcosupport.org/support/quiz.php
