98 is a perfectly normal glucose level. Now you need to be concerned about your insulin level. You can try a fasting insulin test, and if your insulin is 10 or higher, that is IR. (Regardless of what the lab report numbers say so my doctors says). The problem with this test is that it isn't very accurate, because usually after a night's sleep and fasting all those hours, your insulin levels off (unless you have it REAL bad). Try this test first. And it's a good idea to really carb load the day before as a low carb diet will "hide" a high insulin level. You want to know what happens in your body when you eat carbs and sugar. If it doesn't work, then good idea to get an IGTT (Insulin Glucose Tolerance Test). Not just a GTT.

If you feel you are IR due to symptoms, it's very important to get a diagnosis and the medication. Too much insulin in the body and sugar/insulin ups and downs year after year causes so many problems as you get older. Don't delay.
