The "Insulin 13". Is this a fasting insulin level? If it is, most likely she has "Insulin Resistance" because her fasting insulin level is higher than 10. I was on the pill for a year also, and it helped me a lot, but I still had many problems because the cause of my pco, insulin resistance, was not being addressed. Unforunately, in my case, it was not showing up on my fasting test because my version of insulin resistance only effected me right after eating. But I finally went on a medication called "glucophage" which is supposed to control insulin resistance as well as diabetes (it works for both). I take only 1/2 a pill 3 times a day at meals and it has made a world of difference in how I feel, I can eat normally and I no longer gain weight. Your daughter may want to consider a high protein, moderate good-fat, low carbohydrate diet. I highly recommend the book "Sugar Busters" for the proper guidelines in eating in this manner. That is all the knowledge I am able to give you. Hope it helps.
