I know very little about kelp and iodine, so I'll not comment on that.

I can only speak about how I respond to carbs body-heat wise. It is clearly correlated in me. If I eat carbs, then I radiate heat. I wake up in the middle of the night sweating and heating the room. I wake up hot. When these episodes happen, if I eat some protein (eg: cheese), I cool off in a few minutes. (It works for my moodiness/crankiness too.) When I'm careful and keep myself strict, I sleep through the night and wake up cool.

I don't know what normal body temperature fluctuations are. But, in me, there is a definite relationship. You can try different carb levels, eat different foods, and see how you respond. As everyone is different, you'll have to experiment to see what your body needs and how you respond.
