First, congrats on the weight loss!!! I too have lost weight in the past eight months, about 35lbs. I also exercise about 45 min to an hour each day and I am fighting the fat around the middle too. Unfortunately, you cannot target lose weight. Your body burns the excess fat from all over your body. You probably won't lose the fat around the middle until your body decides it is out of other fat resources to burn and will go after the stomach fat. I try to do sit ups and abdominal exercises to strengthen and tone my midsection. A tone muscle burns fat more efficiently, so the better tone your muscles are the faster they burn fat. I wouldn't cut out carbs totally...that is not healthy. Your body needs the carbs for energy. Basically, keep up the good work and eventually you will get there. It's unfortunate that your can't tell your body to burn the fat in your stomach now instead of when it's good and ready, but it will happen. Don't lose hope. Good luck!
