See http://www.hhs.gov/ocr/hipaa/ The privacy/access to medical records rules are evolving, comments are being accepted. However, as I've read it as of April everyone has a federal right to inspect and *correct* their medical records, hopefully this will not change, much of this will be in Tommy Thompson's hands.

Bush held up the Clinton rule which was passed after years of comment but which passed "at the last moment", since no rule was established under the Health Insurance Portability and Accountability Act of 1996 it then became the job of Health and Human Services to establish privacy rules.

--This is my understanding from a quick look at this issue.
