I've never tried the progesterone cream myself but I have read that using the progesterone cream does alleviate symptoms of PCOS as well as induce a period. The rationale behind this therapy is that women with PCOS don't produce enough progesterone at the crucial time during the cycle which in turn leads the body to overproduce the male hormones as well as the estrogens. Lack of progesterone confuses the feedback loop. Supplementing with progesterone at about day 14 of the cycle helps the body to regulate the other hormones. You should start reading some of the good books out there about women's hormones. I have found it very helpful.
