BLEACHING PROBLEMS

Here's my question:

If I were to bleach the hair on my head, it would be stripped of all color. The only way my natural color would ever be seen again is on re-growth, or my "roots." Why is it that when I bleach my facial hair, it eventually (slowly.. but surely) returns to it's natural color? It seems that thicker, more coarse hairs go back to their natural color faster than the thin, almost fuzzy ones.

How does this happen? Why? and Does anyone know of a bleaching cream that provides PERMANENT results? Any help would be appreciated! Thanks!
