It's true that women can have cysts without PCOS (And PCOS without cysts!) and that the difference seems to be apparent in what symptoms you have. You say that your LH and FSH are normal; but rather than the independant levels of these hormones, the important thing to look at is the ratio. I believe a 3:1 ratio is indicative of PCOS. Also you have some other symptoms like facial hair and irregular ovulation. High prolactin levels are also common. So I would say it is definitely possible for you to have PCOS!

The slight rise in bbt is, as you guess, probably due to reduced progesterone levels. Many of us with PCOS have the same thing. When TTC, it's suggested that progesterone levels be watched VERY closely and supplemental progesterone can be taken post ovulation in the hopes of helping.
