the presence or absence of ovarian cysts actually means diddly squat in terms of diagnosing PCOS. some of us have them, some of us don't. AND some non-PCOS women have cysts, and some do not. they are a symptom, part of a larger syndrome, or more of a starting point than anything when getting a diagnosis - something you could theoretically watch and see if they diminish with treatment maybe. regular ovulation and menstruation are definitely NOT something that is seen commonly, if ever, in women with PCOS. one or two facial hairs is normal. the FSH:LH thing though... hmmmm. it's been a while, but i THINK the PCOS ratio is 3:1 or greater, LH:FSH. if that is the case, you do NOT fit the PCOS diagnosis. even if it's the other way, FHS:LH, you don't fit it. i have not heard of low LH signifying an adrenal tumour. what other tests has your doc run? testosterone? DHEAS? 17-hydroxyprogesterone? based on the findings you give, i would not accept PCOS as a diagnosis. what treatments have you been offered and what sort of doc is it you are seeing?
