It is an endocrine problem, but not all hormones are produced by the ovaries. Most PCOSers have high testosterone and are low in progesterone. Many are low in estrogen. Many of us are having hormonal "vicious circles" that are caused by weight problems. Fat somehow produces extra hormones, that "help" us to stay fat and grow beards. If you are curious about all the technicalities, you should do some web surfing or check out Samuel Thatcher's book.
