I live in Massachusetts and in order to adopt through DSS we had to (1) take and eight week course on foster care and adoption (3 hours each week) (2) fill out a lengthy application/questionnaire (3) provide brief references from friends/family/schools/doctors/employers (4) have DSS visit our house two to three times to discuss our lives and what we are looking for and (5) do a criminal background check on us. DSS has told us that there are children available in the age group we are looking for (6 or under) with minimal problems and at minimal legal risk of being returned to their parents. They said they sometimes have infants born to young mothers who sign over their rights within the first few weeks. We couldn't afford to pay $30,000 to adopt internationally. Going through DSS is our only other option. I'm really hoping that it works out for us. Had I known about it 12 years ago, we would have done it then. Good luck.
