Normal insulin/glucose fasting blood test levels

I recently had a fasting glucose/insulin blood test done, but was told they were normal. Can IR be missed with this test? I frequently experience episodes of shaky, irritible, nervous feeling when I have not had something to eat for a while, but it is usually relieved when I have something with sugar in it. The endocrinologist that did this test said that I should stay on the pill until I want to get pregnant and not to worry about anything else. It is hard to accept this - I have extreme excessive hair, 30 pounds overweight, high cholesterol, and feel that I am having glucose/insulin problems. My doctor implies that my feelings of shakiness etc are due to stress and/or I am experiencing them because I know they are associated with PCOS. I want to be referred to another endo but my GP will not do it as "it costs too much money." (I live in canada where OHIP covers it so I don't know what her problem is) Any advice is appreciated.
