My best friend is currently adopting from China through a small agency. The wait with larger agencies is often two years. My friend is told that her wait will be a year (roughly) from start to finish and the cost is $16k complete. It takes about 6 months to do all the paperwork, etc. through INS. She started her paperwork in late July and she'll most likely have her infant in her arms come next August! I agree that smaller agencies are the way to go for personal attention and a speedy process.
