Both times that I was pregnant, test after test was negative, until I finally got a blood test. Now, I know that only a blood test will do. Whether or not this is PCO related, I do not know. Also, you may try calling the hospitals in your area. There is at least one hospital in my area that will let you just walk in and ask for a Serum HCG. It costs $15.00, and you don't have to pay your doctor a fee to get it!
