17 yrs old with pcs

My niece,17 years old, is experiencing unbelievable hair growth under her chin in the last 6 months. The hair in that area is increasing more and more and it's so embarrassing. She went to a doctor who ran some hormone tests. she told me the results revealed nothing was wrong with the hormones. The doctor suspected that she might have a small cyst on her ovaries that caused the hair growth in that area. She will have an ultrasound after one month. I asked a friend of mine who is a doctor about her condition; he said it might be a "Polycystic ovarian". But, I’ve been reading in the Internet about PCOS, and what I understand is that this syndrome is caused by hormone levels. Is it possible that she might have this syndrome eventhough her hormone levels are normal?
