A mole should be more flat. They would have more surface contact. A skin tag (when large enough) can be moved from side to side. It is kind of like a leaf on a branch, the attachment can be fairly small but the actual "tag" can be larger. I would not suggest pulling them off as they have their own blood supply. They will also grow back if you do not do something to prevent them. I use Chromium for this purpose. Mine just "disappeared" back into my body after a few months of Chromium GTF.
