Actually, this is backwards just a bit. Increased insulin levels causes increased testosterone levels and tends to manifest as PCOS. Also, PCOS tends to cause a lack of progesterone (I think that's the hormone) and permits "unopposed estrogen" in the system, which could be what the original poster was thinking of.
