No, PCOS more commonly causes too much testosterone in the system, which increases insulin levels, and causes PCOS.

Evening primrose should not significantly alter any of the effects of your medications, but as always check wtih your doctor--my gyno was actually up on it--I had started to take it to help my hair grow back from years of dying (which it helps with) and when I tried to stop using it after a year my breasts began to hurt which they never had before. I got back on it, and when I ran out a few moinths later I tried going off it again and suffered breast pain for about three weeks, and it's cleared up since then.
